The Quadro de Referência Estratégico Nacional (QREN) is the framework that implements the community policy on economic and social cohesion in Portugal. QREN's main goal is to qualify projects valuing knowledge, science, technology and innovation, as well as promoting sustained levels of economic and sociocultural development. The pursuit of this great strategic goal is framed by three topics: Human Potential, Competitiveness Factors, and Valorization of the Territory.
